Is Windsurf (Devin Desktop) free? Free vs Pro vs Max in 2026

Yes, there's a free plan, but the agent part is limited. Windsurf was renamed Devin Desktop by Cognition on June 2, 2026, and windsurf.com/pricing now redirects to devin.ai/pricing. The Free plan keeps unlimited Tab completions and inline edits, but agent use comes from a small quota on a limited set of models. Below: every plan and what it includes, how the daily and weekly quotas work, what changed with the rename, and the free coding tools to use instead, all checked on Cognition's own pages on Oct 18, 2026.

Short answer: Yes, with limits. Devin Desktop (formerly Windsurf) Free costs $0 and includes unlimited Tab completions and inline edits, plus a light quota to code with agents on a limited set of models (Cognition doesn't publish the size of the quota). Premium models from OpenAI, Anthropic, Google and others need Pro at $20/mo. Max is $200/mo, and Teams starts at $80/mo, with full seats at $40/mo each, for up to 200 users. There's no free trial of the paid plans.

Prices in USD, monthly; the pricing page doesn't list annual prices. Quotas are measured in tokens and cost per request varies by model; free models don't count against the quota. Extra usage (on-demand credits) is billed at API list prices, rolls over and never expires. Subscribers from before the March 2026 switch to quotas keep their old price: Pro at $15/mo and Teams at $30 per seat.

What Devin Desktop Free includes, and its limits

The Free plan is the full IDE: the VS Code-based editor, unlimited Tab completions, unlimited inline edits and Fast Context. The limited part is the agent. Free users get what Cognition calls a "light quota to code with agents" with "limited model availability", and the compare table on devin.ai/pricing shows no premium models on Free and Cognition's own SWE-2 model at slow speed. Cognition doesn't publish how big the Free quota is. When you run out, you wait for the next daily or weekly reset, since buying extra usage is only for paid plans. Also not on Free per the pricing table: Devin Cloud agents, the Devin API, Ask Devin, and the Slack, Linear, Jira and GitHub integrations. (Cognition's self-serve docs say Free includes Devin Review and DeepWiki; the pricing table doesn't tick DeepWiki for Free.)

Windsurf is now Devin Desktop: what changed

Cognition, which bought Windsurf in 2025, renamed it Devin Desktop on June 2, 2026. It arrived as an over-the-air update, and Cognition says plans, pricing, extensions and settings carried over. The IDE is still there, with an Agent Command Center (Spaces, a Kanban view and multi-agent management) in front. Devin Local, the agent harness shared with Devin CLI, is now the primary local agent; Cascade is being deprecated, and a Cascade Migration Wizard moves your workflows and memories over. The Windsurf JetBrains plugin is still available but in maintenance mode, and Cognition recommends running Devin in JetBrains over ACP instead. windsurf.com now redirects to devin.ai/desktop.

How the daily and weekly quotas work

Since March 2026, Devin Desktop uses quotas instead of prompt credits. Each plan has a usage budget measured in tokens, so a short request with a few files costs less than a long one across a big codebase, and pricier models burn it faster. Pro and Teams full seats get a daily and a weekly allowance; the daily one is more than a seventh of the weekly, so weekend work doesn't cost you capacity. Max has a weekly allowance only, with no daily cap. Past the quota, paid plans keep going on on-demand credits billed at API list prices; fast or priority model variants cost more. Cognition suggests switching to its cheaper SWE models for routine work to stretch the quota.

Is there a free trial?

No. Cognition's docs say free trials of paid plans aren't offered and support can't add one, but you can request a refund before using a new subscription if you change your mind. The Free plan is the way to try it. One new way to stretch a paid plan: on Pro, Max and Teams you can link a ChatGPT Go, Plus or Pro subscription so GPT model usage is billed to your ChatGPT plan instead of your Devin quota. That isn't available on Free.

Teams: what you actually pay

The pricing page reads "$80/month for team plan + $40/mo per full dev seat", but Cognition's billing docs explain it as an $80 monthly minimum. Full seats cost $40 each and count toward it, and any shortfall is charged as prepaid on-demand credits the team shares. So 1 full seat is $80 (with $40 of credits), 2 full seats are $80, 3 are $120, and N seats are N × $40 from two seats up. Flex seats are free, draw only from the shared credits and don't include Devin Desktop. Teams covers up to 200 users; Enterprise (SSO, VPC deployment, ACU billing) is a sales conversation.
