Cursor vs Codex for teams: which should builders use?

A buying guide for engineering teams: per-seat prices, what each seat includes, usage limits, admin controls (SSO, SCIM, privacy, analytics, spend limits), where each tool runs and PR code review, comparing Cursor Teams with OpenAI Codex as it comes in ChatGPT Business and Enterprise.

What a 10-person team pays

At list prices before tax: 10 Cursor Premium seats are $300/mo, and any GPT, Claude or Gemini usage in Cursor is billed on top at API list price plus $0.25 per million tokens. 10 ChatGPT Business Standard seats are $250/mo billed monthly or $200/mo billed annually, and Codex usage is included up to each seat's limits. A mixed team works on both: 8 Cursor Premium + 2 Super seats is $440/mo, and 8 Business Standard + 2 Premium seats is $450/mo monthly ($360/mo annual). Usage beyond the included limits costs extra on both. For credit-based plans, OpenAI's rate card says Codex averages about $100 to $200 per developer per month, and that varies a lot with model, parallel runs and automations.

How usage limits work for teams

Neither self-serve plan pools included usage. On Cursor Teams, each paid seat gets a weekly pool for Cursor's own models. Everything else, including OpenAI models from the first request, comes from one prepaid team balance that admins top up and cap with a monthly limit. On ChatGPT Business, Codex shares one allowance with ChatGPT Work. Standard seats get the same estimates as Plus (OpenAI says roughly 15 to 160 local messages per 5 hours on GPT-6.1 Sol), weekly limits may apply, and cloud tasks use more than local ones. Premium seats get 5x that with no 5-hour limit. Past the limit, owners can buy workspace credits that everyone draws from.

Can a team run both?

Yes. The Codex IDE extension installs in Cursor, and a ChatGPT Business seat covers it with the same limits as the CLI and Codex cloud. Some teams give everyone Cursor seats for the editor, cloud agents and Bugbot, and add ChatGPT Business seats for people who want GPT models without paying API rates inside Cursor. If you do, pick one bot for PR review so pull requests don't get two sets of comments.

Pick Cursor if…

Your team wants one editor for everyone, with cloud agents and Bugbot that work on GitHub, GitLab, Bitbucket and Azure DevOps, analytics that show the AI share of committed code, and the option to use models from several labs. Budget separately for GPT or Claude use: on Teams those bill at API list price plus the Cursor Token Rate.

Pick OpenAI Codex if…

Your team mostly wants OpenAI models and you'd rather have them inside a flat seat ($20/user/mo billed annually) than pay per token. It also suits teams on GitHub that are terminal- or agent-first, want Codex in whatever editor each developer already uses, or want ChatGPT for non-engineers on the same plan.

Our verdict

For teams that mainly want OpenAI models, ChatGPT Business is the cheaper and simpler buy. Codex comes with every seat from $20/user/mo (annual), along with ChatGPT for the whole company, and the extension also runs inside Cursor. Cursor Teams seats ($30+/user/mo, monthly) include only Cursor's own models and bill GPT at API rates. Pick Cursor for one shared editor, multi-model choice, and cloud agents and Bugbot on any major Git host, since Codex cloud and code review are GitHub-only. On both, SCIM and audit logs are Enterprise-only.

Frequently asked questions

Is Codex included in ChatGPT Business?

Yes. Both Standard ($25/user/mo monthly, $20 annual) and Premium ($125 monthly, $100 annual) seats include ChatGPT, ChatGPT Work and Codex. New Business workspaces can't add the old Codex-only seats (closed to new workspaces since June 24, 2026).

Can my team use GPT models in Cursor Teams?

Yes, but not from the seat's included pool. On Teams, third-party models including GPT bill at public API list price plus Cursor's $0.25 per million token rate, paid from the team's prepaid balance.

Does Codex code review work with GitLab or Bitbucket?

OpenAI's docs cover GitHub only, through @codex review or automatic reviews. Cursor's Bugbot covers GitHub, GitLab, Bitbucket and Azure DevOps.

Which one has SCIM and audit logs?

On both, only the Enterprise plan. Cursor Teams and ChatGPT Business both include SAML SSO.

Is there an annual discount?

ChatGPT Business, yes: $20 instead of $25 per Standard seat, and $100 instead of $125 per Premium seat. Cursor's pricing page lists monthly seat prices only.
