Claude Code vs GitHub Copilot for teams: which should builders use?
A buying guide for engineering teams: seat prices, per-member usage limits versus pooled AI credits, admin controls (SSO, SCIM, audit logs, analytics, IP indemnity, privacy), PR code review, cloud agents and git hosts, comparing Claude Team and Enterprise (Claude Code in every seat) with GitHub Copilot Business and Enterprise.
| Team plans | Claude Team (self-serve, 2 to 150 seats, Standard and Premium seats you can mix) and Claude Enterprise (self-serve or sales-assisted). Claude Code comes with every Team seat and every new or self-serve Enterprise seat | Copilot Business (for organizations and enterprises) and Copilot Enterprise (GitHub Enterprise Cloud only). Copilot isn't available for GitHub Enterprise Server |
|---|---|---|
| Seat prices (monthly vs annual) | Standard $25/seat/mo billed monthly or $20 billed annually; Premium $125 monthly or $100 annually. Enterprise: $20/seat/mo billed annually, 20-seat minimum, plus all usage at API rates | Business $19 and Enterprise $39 per granted seat per month. GitHub lists monthly per-seat prices only; no annual discount is published |
| What a seat includes | Claude Code plus Claude chat, Cowork, Claude Design and the rest of Claude. Usage is a subscription limit, not a dollar amount: Standard = 1.25x Pro's per-session usage, Premium = 6.25x Pro (5x Standard), each with a weekly limit across all models | Unlimited code completions and next edit suggestions, plus GitHub AI Credits for everything else (chat, agent mode, Copilot CLI, cloud agent, code review, Spaces): 1,900 credits ($19) per user/mo on Business, 3,900 ($39) on Enterprise. Also IP indemnity, policy management, content exclusion and audit logs |
| Usage limits and overage | Each member has a rolling 5-hour session limit plus a weekly limit that resets at a fixed time each week. Claude chat, Cowork and Claude Code share that one limit. Past it, members wait for the reset, or Owners turn on usage credits (prepaid on Team, with optional auto-reload) billed at standard API rates | Usage is metered in GitHub AI Credits (1 credit = $0.01), priced per token by model. Past the pool, additional usage costs $0.01 per credit. That paid-usage policy is on by default; if an admin turns it off, Copilot pauses until the pool resets on the 1st |
| Models | Claude only: Opus, Sonnet and Haiku on every seat. Fable is on Premium seats, limited to 50% of weekly limits. Fast mode is off until an Owner turns it on | One catalog billed from credits: Claude (Haiku, Sonnet, Opus, Fable), OpenAI GPT-5.x and GPT-6.x, Google Gemini, xAI Grok 4.5 to 4.7, Kimi and Microsoft MAI-Code. Claude models are priced at the same per-token rates as Anthropic's API (Opus 5.5: $4 in / $20 out per million tokens) |
| Is usage pooled? | No. Limits are per member, so one person hitting a limit doesn't block anyone else, and limits can't be shared or transferred. Team also includes up to $500/mo in API credits, but those can't be used in Claude Code or the Claude apps | Yes, on Business and Enterprise. Every seat's credits go into one pool for the billing entity, so 10 Business seats share 19,000 credits. Unused credits don't roll over, and the pool resets at 00:00 UTC on the 1st of each month |
| Spend controls | Owners set an org-wide monthly spend limit on usage credits, per-member monthly limits, and choose which members can use usage credits at all (or turn them off entirely). Enterprise adds group spend limits | Enterprise admins set user-level budgets (a universal default, per cost center or per user), cost center budgets and an enterprise spending limit; organization owners set organization budgets. Alerts at 75%, 90% and 100%. A $0 user budget blocks that user |
| SSO and SCIM | SSO, domain verification and just-in-time provisioning on Team. SCIM, domain capture and role-based access are Enterprise | SAML SSO is listed for Business and Enterprise, but it's set up on your GitHub organization or enterprise, and GitHub's SAML SSO and SCIM require GitHub Enterprise Cloud (from $21/user/mo) |
| Audit logs | Enterprise only (plus the Compliance API). Not on Team | Included on Business and Enterprise: Copilot settings and policy changes, license changes and agent activity on GitHub. Prompts sent locally from an IDE or the CLI aren't in the audit log |
| Analytics | Team and Enterprise: claude.ai/analytics/claude-code with lines of code accepted, accept rate, daily active users and sessions, a leaderboard and CSV export, plus GitHub contribution metrics (public beta, github.com repos). A spend report lists estimated usage-credit spend per user and model. The Analytics API is Enterprise-only | Copilot usage metrics on Business and Enterprise: a 28-day usage dashboard, a code generation dashboard, an impact dashboard that ties adoption to pull request output, plus APIs and NDJSON export |
| IP indemnity | Team and Enterprise run under Anthropic's Commercial Terms, where Anthropic defends customers against third-party IP claims about their paid use of the service or its outputs. It excludes cases such as outputs you modified or combined with other technology | Yes on Business and Enterprise (not on the individual Pro, Pro+ or Max plans), for unmodified suggestions when the filter that blocks suggestions matching public code is on |
| Privacy and data retention | No model training on Team or Enterprise content by default. Claude Code data under commercial terms is kept 30 days by default. Custom data retention controls are Enterprise. Zero Data Retention for Claude Code is for qualified Enterprise accounts, enabled by Anthropic on request | No training on Business or Enterprise data. Prompts and suggestions from IDE chat and completions aren't retained; from GitHub.com, Mobile and the CLI they're kept 28 days. Engagement data is kept two years. Content exclusion keeps chosen files away from Copilot |
| PR code review | Claude Code Review (Team and Enterprise): several agents review each pull request, verify findings and post inline comments ranked by severity. GitHub only, including Enterprise Server. No flat per-review price: billed on tokens through usage credits to the org, with its own monthly spend limit. Not available with Zero Data Retention | Copilot code review on GitHub.com (plus Azure DevOps in public preview) and in IDEs. GitHub estimates $0.05 to $1 of credits per Lite review and $0.25 to $5 per Balanced review, plus GitHub Actions minutes. Orgs can turn it on for members without a Copilot seat, billed to the org |
| Coding agent | Cloud sessions run Claude Code on Anthropic-managed VMs (or your self-hosted environment), started from the browser, mobile, the desktop app or claude --cloud. They count toward the member's plan limits, with no separate VM charge. Claude Code GitHub Actions answers @claude in issues and PRs and can authenticate with a Team subscription token | Copilot cloud agent takes work from issues, the agents panel, chat or Copilot CLI, runs in a GitHub Actions runner and opens a pull request. One repo and one PR per task, 59-minute session cap. Off by default on Business and Enterprise until an admin turns it on. Can also hand tasks to Claude and Codex agents (preview) |
| Supported git hosts | Cloud sessions and Code Review need GitHub; GitHub Enterprise Server is supported on Team and Enterprise. A GitLab or Bitbucket repo can be sent to a cloud session as a bundle, but results can't be pushed back. GitLab CI/CD integration is in beta (maintained by GitLab, uses an API key or cloud provider). Locally, the CLI works in any git repo | GitHub for the cloud agent and everything on GitHub.com; code review adds Azure DevOps (public preview). Not available on GitHub Enterprise Server. In the IDE, completions, chat and agent mode work on whatever code you have open |
| IDE support | Terminal CLI, VS Code and its forks (including Cursor), JetBrains IDEs, the Claude desktop app, the web and mobile. IDE usage is limited and billed the same way as the terminal | VS Code, Visual Studio, JetBrains IDEs, Eclipse, Xcode, Neovim, Zed, Raycast and SQL Server Management Studio, plus GitHub.com, GitHub Mobile, Copilot CLI and the Copilot app |
| Billing | Team: credit card, monthly or annual, seats can be added mid-term. Self-serve Enterprise: annual, card or ACH. Invoicing and net terms on sales-assisted Enterprise | Monthly per assigned seat. Added seats are prorated (paid up front on card or PayPal); removed or suspended users are billed to the end of the cycle. Usage past the pool is charged at the start of the next cycle |
| Pricing (approx.) | Included with Claude Pro ($20/mo US), Max (from $100/mo) and every Team seat (from $20/seat/mo billed annually), or pay via API usage | Free plan; Pro $10/mo; Pro+ $39/mo; Max $100/mo; Business $19/user/mo; Enterprise $39/user/mo |
| Our rankings | #9 in Vibe coding, #2 in Coding agents | #7 in Coding agents |
What a 10-person team pays
At list prices before tax: 10 Claude Team Standard seats are $250/mo billed monthly or $200/mo billed annually, and Claude Code usage is included up to each member's session and weekly limits. 8 Standard + 2 Premium seats for your heaviest users is $450/mo monthly or $360/mo annually. Claude Enterprise has a 20-seat minimum, so it starts at $400/mo billed annually before usage, which is all billed at API rates. 10 Copilot Business seats are $190/mo, and they pool 19,000 AI credits ($190 of model usage at GitHub's per-token rates) that anyone can draw from; past that, $0.01 per credit. If you need SAML SSO or SCIM on GitHub, the organization must be on GitHub Enterprise Cloud (from $21/user/mo, another $210/mo for 10 members). 10 Copilot Enterprise seats are $390/mo, and Copilot Enterprise requires Enterprise Cloud, so about $600/mo all-in. The real difference: a Copilot seat includes a fixed $19 or $39 of tokens on any model, shared across the team, while a Claude seat includes a per-person usage limit on Claude models that isn't measured in dollars.
How usage limits work for teams
Claude Team doesn't pool. Each member gets a rolling 5-hour session limit plus a weekly limit, and their Claude chat, Cowork, cloud sessions and Claude Code all draw from it. When someone runs out, they wait for the reset, or Owners turn on usage credits: a prepaid org balance billed at standard API rates, capped by an org-wide monthly limit and per-member limits. Code Review also bills from usage credits, under its own limit. Copilot pools. Every Business seat adds 1,900 credits to one org-wide pool that resets on the 1st of each month (UTC), and everything except completions and next edit suggestions draws from it at per-token rates. When the pool runs out, work continues at $0.01 per credit unless an admin turns off the 'AI credits paid usage' policy, which is on by default. User-level budgets cap individuals across both phases, and there's no automatic fallback to a cheaper model.
Can a team run both?
Yes. The two overlap less than they look. Copilot Business gives everyone unlimited completions and next edit suggestions in nearly any IDE, plus PR review and a cloud agent on GitHub. Claude Team gives developers who run long agent sessions a flat-priced Claude allowance in the terminal, VS Code or JetBrains, without burning through the shared Copilot pool. 10 Copilot Business seats plus 10 Claude Standard seats is $390/mo with annual Claude billing ($440/mo monthly). If you run both review bots, set only one to review automatically so pull requests don't get two sets of comments. Copilot's cloud agent can also hand tasks to the Claude agent (preview), billed in Copilot credits.
Pick Claude Code if…
Your developers mostly want Claude and work agent-first: long Claude Code sessions in the terminal, VS Code, Cursor or JetBrains, plus cloud sessions they can steer from a phone. You want a flat seat ($20/seat/mo annual) with Claude usage included instead of per-token billing, Claude chat and Cowork for non-engineers on the same plan, SSO without upgrading your GitHub plan, or support for GitHub Enterprise Server.
Pick GitHub Copilot if…
Your code lives on GitHub and your developers use a mix of editors (VS Code, JetBrains, Visual Studio, Xcode, Neovim). You want unlimited completions, one pooled allowance across models from every major lab (Claude included) for $19/user/mo, audit logs and IP indemnity on the base business plan, and a cloud agent and code review built into GitHub.
Our verdict
For most teams on GitHub, Copilot Business is the cheaper default: $19/user/mo buys unlimited completions, $19 of pooled usage on any model (Claude included), audit logs and IP indemnity, in nearly every IDE. Pick Claude Team ($20/seat/mo annual, $25 monthly) when your developers live in Claude Code and want a per-person Claude allowance that isn't capped in dollars, plus SSO included in the seat. Many teams run both. On Claude, SCIM and audit logs are Enterprise-only; on GitHub, SAML SSO and SCIM need GitHub Enterprise Cloud.
Frequently asked questions
Is Claude Code included in the Claude Team plan?
Yes. Claude Code comes with every Team seat, Standard ($25/seat/mo, $20 annual) and Premium ($125, $100 annual), and it shares the same usage limits as the member's Claude chat. The seat also covers the Claude Code extensions for VS Code, Cursor and JetBrains.
Which is cheaper for a team, Claude Team or Copilot Business?
On list price per seat, Copilot Business: $19/user/mo versus $20 (annual) or $25 (monthly) for a Claude Team Standard seat. What you get differs, though: Copilot includes $19 of pooled usage on any model plus unlimited completions, while Claude includes a per-person Claude usage limit (1.25x Pro per session) that isn't capped in dollars.
Can you use Claude models in GitHub Copilot?
Yes. Copilot Business and Enterprise include Claude Haiku, Sonnet, Opus and Fable models, billed from the pooled AI credits at per-token rates. For example, Claude Opus 5.5 is $4 per million input tokens and $20 per million output tokens on both Copilot and Anthropic's API.
Does usage pool across the team?
On Copilot Business and Enterprise, yes: each seat's credits go into one org-wide pool. On Claude Team, no: limits are per member and can't be shared, though Owners can add usage credits from one org balance.
Do they work with GitHub Enterprise Server or GitLab?
Copilot isn't available for GitHub Enterprise Server, and its cloud agent only works on GitHub-hosted repos. Claude Code's cloud sessions and Code Review support GitHub Enterprise Server on Team and Enterprise. For GitLab, Claude Code has a beta GitLab CI/CD integration that uses an API key, and the CLI works locally in any git repo.
